ChatGPT Ads for local businesses: from Oslo to Tromsø

Considering ChatGPT Ads in Oslo, Bergen, Trondheim or Stavanger? See concrete local examples, offer requirements and a measurement plan before you get started.

ChatGPT Ads may be relevant for a local business when the offer solves a specific problem and the customer can easily take the next step. Before you test, you should know which jobs you want, where you actually deliver, and what a profitable enquiry means for the business.

This guide shows how to think about ChatGPT advertising in Oslo, Bergen, Trondheim, Stavanger and more Norwegian cities. All businesses, questions and offers in the examples are hypothetical illustrations. They describe ways of working, not completed client campaigns or documented demand.

Can Norwegian local businesses use ChatGPT Ads?

As of 6 September 2026, Norway is listed as available for self-serve access in OpenAI’s Ads Manager. Access applies to countries where the legal entity that advertises and is billed is established. This provides a starting point for Norwegian businesses, but it does not indicate how many ad impressions a specific local offer will receive.

Local content must match the need

OpenAI describes context descriptions as a way to explain what the product helps with, and when it is relevant. They are not rules for exact keywords or guarantees of specific conversations. The platform has also introduced geographic targeting. Check which countries, regions and any city options your account actually supports before launch; a city name in the ad copy is not a geographic restriction.

Start by writing a simple sentence about the offer: We help this customer with this need, on these terms. Then assess whether the ad and landing page actually provide the answer. If the customer needs Friday delivery, a page that only says the business offers great service is of little help.

ChatGPT Ads in Oslo: make the order specific

Hypothetical example: An office manager is planning a meeting lunch for 18 people in Oslo and needs vegetarian options, delivery before eleven o’clock and a single consolidated invoice. A catering offer should address exactly these practical questions. Opening hours, ordering deadline and delivery area are more useful than a generic promise of the best food in town.

Create a landing page where the customer can provide the date, number of people and delivery address. Show what the menu includes, which extras may apply, and when the order must be confirmed. An enquiry is only qualified once the business can deliver to the address at the required time.

The measurement challenge is to distinguish new jobs from existing customers who happen to click the ad. Therefore, record whether the customer is new or existing, whether a quote was sent and whether the order was confirmed. This allows the campaign to be assessed based on new orders and profit, while also factoring kitchen capacity into the decision.

ChatGPT Ads in Bergen: address the planning around the visit

Hypothetical example: A family visiting Bergen is looking for an indoor activity suitable for both a five-year-old and a ten-year-old. A workshop offering family activities can present duration, recommended age, language, and which time slots are actually available to book. The offer should help the adult plan the visit.

The landing page needs a calendar, a total price for the group, and a simple explanation of what is included. The meeting point and cancellation terms should be easy to find. If the activity requires help from an adult, this must be clear before booking.

Here, many people may explore options long before the trip. So consider the booking date and the visit date separately. Count completed visits and cancellations as well as bookings. More reservations are not necessarily more profitable if they are for time slots that would already be filled by other customers.

ChatGPT Ads in Trondheim: clarify whether the assignment is a good fit

Hypothetical example: A tenant in Trondheim needs move-out cleaning before handover. The customer wants to know whether windows, storage space, and white goods are included, and who will follow up if anything needs to be corrected. An ad for clearly defined move-out cleaning provides a better basis for evaluation than a long list of every type of cleaning service.

Ask for floor area, address, preferred date, and information about the condition of the home. Explain what must be emptied, what the customer needs to prepare themselves, and how the final price will be agreed. This information reduces the time both parties spend on quotes that are not a good fit.

The measurement challenge is the quality of the enquiries. Break down rejections into reasons such as lack of capacity, an address outside the service area, or price expectations. If many enquiries are lost for the same reason, the copy or quote form should be improved before the budget is increased. An extra field is only useful if the answer actually affects the quote.

ChatGPT Ads in Stavanger: measure progress in longer buying cycles

Hypothetical example: A company in Stavanger is arranging a professional event and needs sound, a presentation screen, and technical support. The customer compares suppliers before the date, venue, and number of participants have been finalised. A relevant offer could be a clarification of technical needs with a clear cost estimate.

The landing page should describe which events the supplier can handle, what the customer needs to provide information about, and how setup and staffing are agreed. Use real photos of the available equipment. Also clarify whether the offer applies to rental only or a staffed delivery.

Here, the order may come after the test period. Therefore, track each relevant lead from the clarification call to quote and decision, with the expected event date. Keep enquiries without a date or budget separate from specific projects. That gives a more useful assessment than dismissing a campaign because the invoice has not been sent after 30 days.

Drammen, Kristiansand and Tromsø: three other local considerations

These three hypothetical examples show why the city name alone should not drive the advertising work. The delivery and the customer’s decision must determine which details you highlight.

  • Drammen: A moving company can explain how floors, lifts, and vehicle access affect the quote. Measure how many enquiries can be priced without another round of basic questions, and track the actual time spent on the job.
  • Kristiansand: A provider of family activities can show age limits, duration, and the option to change time slots. Measure completed bookings per available session so the campaign helps fill the capacity the business wants to use.
  • Tromsø: An organiser of an outdoor activity can explain where to meet, required clothing, and what happens if the delivery has to change. Separate preferred date, confirmed participation, and refunds in the evaluation. Do not promise weather conditions or experiences that cannot be guaranteed.

Create a test plan before you spend money on ads

Choose one offer, agree who will respond to enquiries, and decide what it takes for a lead to count as relevant. Also write down the maximum cost per qualified enquiry based on your own economics. Include both ad spend and labour when evaluating the full test.

Review the enquiries weekly. Note why they were won or lost, and change one significant part of the offer at a time. Small amounts of data lead to uncertain conclusions. The goal is to learn whether the offer and the delivery suit the channel before deciding on further investment.

Keep ads and regular ChatGPT responses separate

ChatGPT Ads are clearly labelled paid placements that do not influence ChatGPT’s own responses. Advertisers receive aggregate reporting, such as impressions and clicks, and do not get to read users’ private conversations. That is why the examples here are based on known customer needs and the company’s own enquiries, not insight into what specific people have written.

A test of ads and an assessment of whether the business is mentioned in regular responses must be evaluated separately. Media Access can help you narrow the offer, review the landing page, and plan a test. Price and scope should be clarified before the campaign starts.

Questions and answers

Can I choose a specific city for ChatGPT Ads?

OpenAI has introduced geographic targeting. Check which specific areas, cities, or radius options are available in your ad account before launch. Mentioning a city in the ad copy or context description is not a guarantee that the ad will only be shown there.

Should I create one ad for each city?

Only when the offer or customer need is different enough to justify it. It is often best to start with one offer for the actual service area, and later separate out deliveries that need different messaging or a different landing page.

Are local ChatGPT Ads the same as local SEO?

No. ChatGPT Ads buy ad placements. Local SEO is about making the business visible and understandable in local search results. Paying for ads does not guarantee a mention in ChatGPT’s regular responses.
